朝鲜完成乏燃料棒再处理 逆转去核化进程

　　朝鲜说，它已完成了生产一至两次核爆炸所需燃料的技术准备工作，这项今年4月开始的工作逆转了朝鲜在2007年和2008年采取的去核化行动。
　　North Korea said it had completed a technical process to produce the fuel needed for one or two nuclear explosives, an effort begun in April to reverse disarmament actions it made in 2007 and 2008.

　　By setting back the disarmament process, North Korea's authoritarian regime positioned itself to seek more money, assistance and security guarantees from the U.S. and four other countries that have been trying to persuade it to end its pursuit of weapons of mass destruction.

　　On Monday, North Korea's state media said if the U.S. isn't prepared to meet, it will 'go its own way.'

　　美国官员上周曾两次与一位朝鲜高级外交官举行会晤，此人被特别准许到访纽约和圣迭戈。但美国一直对在所谓的六方会谈框架外会晤朝鲜官员心存犹豫。除美国和朝鲜外，中国、日本、俄罗斯和韩国也是六方会谈的参与国。
　　U.S. officials met twice last week with a ranking North Korean diplomat who was given special permission to visit New York and San Diego. But the U.S. has been hesitant to commit to meeting North Korean officials outside of the so-called six-party talks, which also involve China, Japan, Russia and South Korea.

　　The State Department has said the U.S. is considering Pyongyang's invitation for a two-way meeting only if it quickly leads back to the multilateral process. Because North Korea has a record of breaking promises and deals made in two-way talks, the U.S. since 2003 has sought to meet North Koreans with other diplomats present.

　　The action completed Tuesday -- the reprocessing of 8,000 spent fuel rods from a nuclear plant -- began in April when North Korea expressed anger at criticism from the United Nations Security Council over a test of a long-range missile the country made in late March.

　　North Korea then kicked out international inspectors who were monitoring steps it had promised to make to disable its nuclear plant and weapons program. It said at the time that it would no longer participate in the six-party talks.
