　　The Chinese central government's approval of Walt Disney Co.'s planned theme park in Shanghai could pave the way for one of the largest foreign investments ever in China, and marks an important milestone for the U.S. entertainment company's effort to extend its brand in the world's most populous nation.

If it is completed, Shanghai Disneyland would offer the company a significant presence in a market that, despite its size, has numerous hurdles to limit its distribution of film, television, music and books for Disney and other foreign entertainment producers.

　　The project application report that was approved by China's central government maps out a $3.6 billion development, including hotels and shopping in addition to the theme park. It would be built in multiple phases. The plan calls for Disney to hold 43% and manage the park, with the balance owned by a collection of companies controlled by the Shanghai government. At the earliest, the park could open by 2012.

　　Disney's go-ahead comes days before next week's visit to China by U.S. President Barack Obama, where trade is expected to be a key source of discussion. In a midday broadcast Wednesday, a commentator on China Central Television described the park announcement as 'Mickey Mouse diplomacy.'

　　Potential hurdles remain. The government's endorsement paves the way for Disney to finalize contracts in Shanghai that would set financing arrangements, secure land and govern operation of the park. More government agencies will have a say in details before construction can begin.

Such restrictions, as well as Beijing's limited enforcement of intellectual property rights protections, have been a major irritant for Washington. In August, the World Trade Organization ruled in favor of U.S. entertainment companies and their lobbying associations that claimed Beijing unfairly restricts the distribution of movies, music and videogames.

　　The Shanghai park has been considered for at least a decade. The formal request to build the park made by the Shanghai municipal government to central authorities last January indicated that the sides had agreed on many key points.

Likewise, an expected Disney partner in Shanghai, government-controlled Lujiazui Finance & Trade Zone Development Co., slid 1.9% to 29.17 yuan after a 31% rise since Oct. 1.

　　Many commentators on the Internet panned the announcement. Billions of yuan 'for a 'happy land,' which is completely useless to the national economy and people's livelihood,' griped one online post.

The Shanghai park, to be near the city's international airport in the Pudong district, will be much larger and specifically designed with cultural touches meant to appeal to a domestic audience.
